In 2014 Hungary underwent its first large scale 4G spectrum auctions, which saw nine blocks of bandwidth divvied up between four network operators. Alongside incumbents Telenor, T-Mobile and Vodafone, the telecommunications regulator NMHH also licenced a new market player Digi. BMI believes that while Digi's entrance will have a limited impact on the Hungarian mobile market, the auction will spur 4G and mobile data usage growth. Meanwhile, in the wireline segment, i t is believed that Mid Europa Partners will sell its subsidiary Hungarian telephony and broadband operator Invitel within 2014, which could result in a decrease competition in the fixed-line market.

  • The most recent operator data show a total of 10.813mn mobile subscriptions in Hungary at the end of September 2014, equal to a penetration rate of 108.9%, with total subscriptions up by 0.7% y-o-y.
  • Meanwhile the mobile internet market is booming. NMHH reported a total of 3.095mn active mobile internet subscriptions at the end of 2013, up 29%, making it the outperforming growth segment of Hungary's telecoms market.

The regulatory environment in Hungary continued to generate uncertainty for operators in 2014, with potential for further shocks in 2015, despite a victory regarding the internet tax. In October 2014 Minister of National Economy Mihály Varga stated the Hungarian government's intention to impose a new tax of between 4.5% and 6% on internet service providers in 2015. The government planned to charge HUF150 (USD0.62) on every gigabyte of data used. However, tens of thousands of Hungarians took to the streets on October 26 in Budapest to protest the government's plans to introduce an internet tax.
