A major event in Belarus is the new law “On state regulation of trade and public catering in the Republic of Belarus”, which is soon to be adopted. This law is currently being actively discussed amongst the representatives of the major retail chains and there is much debate in the media. The main point of contention is the expected introduction of restrictions for the further development of large retail chains. According to the new document, the planned limit of the presence of certain retailers is 30% of retail sales.

Competitive Landscape

In 2013, like in all previous years, Belkoopsoyuz continued to lead grocery retailers, with a value share of 15%. The company competes in supermarkets and other grocery retailers. Belkoopsoyuz is also the leading chain of grocery retailers in 2013 in terms of outlet numbers and selling space, with shares of 33% and 27% accordingly. The company’s much lower share in current value sales terms reflects the fact that the majority of Belkoopsoyuz outlets are located in rural areas and small towns where consumers’ purchasing power is lower than in big cities. Formed during Soviet times, Belkoopsoyuz is collectively owned by a total of 118 consumer societies or cooperatives. The latter are controlled by six regional unions, one for each major region of Belarus - Minsk, Gomel, Grodno, Brest, Vitebsk and Mogilev. The company’s full name is Belarusian Republican Union of Consumer Societies. Overall, the grocery retailers channel in Belarus remained fragmented in 2013, with no company other than Belkoopsoyuz achieving a high value share. The second biggest player in 2013 with an 8% value share was Eurotorg OOO, which owns the chain of discounters Euroopt.
